A collective entity comprised of billions of tiny "puffballs", the so-called Puffball Collective absorbed sustinence to survive. In doing so, the collective would not only obtain food, but actually increase the intelligence of the collective.
Shortly after the so-called Crisis on Infinite Earths, a Green Lantern had been retired after three thousand years of service. The Green Lantern had been AR-N-O-Q's Successor, and as AR-N-O-Q had done three thousand years before, he too would pass on his duties to the next worthy being.
The Guardians sent the Green Lantern to an unnamed planet in the fifth sector of the globular cluster known as Valstan C5. There, he was told he would find one that would have the qualities of a member of the Corps.
After many useless scans of the planet, the Green Lantern realized the intelligent life form was the Collective, its mind spread across the entire globe. However, the Puffballs did not have the intelligence to wield the power ring. The Green Lantern decided he would join the Colective, which would absorb his intelligence, memories, and willpower.
The resulting action changed the Puffball Collective into an entity comprised of billions of Puffballs, each with the power of a Green Lantern. The Collective's sector is now one of the safest in the universe.

Presumably, the Puffball Collective's power rings were disintegrated during the collapse of the Central Power Battery following the execution of Sinestro.
